How students from Saudi Arabia, Kuwait, the UAE and Turkey apply for a PhD in the US or UK

Students from the Gulf and Turkey apply to US and UK universities through two separate tracks that must run in parallel: the university admission and the sponsor's scholarship approval. A government scholarship does not replace the university application. It pays for a place you still have to win, and it comes with its own rules about which universities, fields and timelines it will fund.

Step 1. Find out what your sponsor requires

Begin with the scholarship office, because its rules decide where you may apply. Government scholarship holders usually work through an official channel. Turkish candidates apply to the Ministry of National Education's YLSY program, which offered 811 places in its 2025 call, with applications on the ministry's REBUS system, ALES scores as the written stage and an oral exam for shortlisted candidates. The full YLSY guide sets out the conditions. Emirati students can apply to the Ministry of Higher Education and Scientific Research, whose cultural attachés abroad support students and handle institutional letters and tuition payments. The UAE also has other scholarship bodies, and the government lists them, including programs through the Ministry of Presidential Affairs.

For Saudi Arabia and Kuwait, ask the relevant ministry or your employing university which scholarship applies and which institutions it recognises. Sponsors publish lists of approved universities or fields, and some require pre-approval before you accept an offer. Never accept an offer or pay a deposit before you confirm what your sponsor will fund.

Step 2. Choose the system that fits you

US programs use coursework, qualifying exams and a dissertation, and they often fund admitted students through assistantships. UK programs use a proposal-led admission and a thesis examined by viva. PhD in the United States and PhD in the UK lay out each path stage by stage. PhD systems compared shows them side by side.

Step 3. Take the language tests

International applicants whose first language is not English submit TOEFL or IELTS scores. Many US programs set minimums around TOEFL 80 to 100 or IELTS 6.5 and above, and UK universities commonly require IELTS 6.5 overall with no band below 6.0, and 7.0 for some departments. UK visa applicants need a Secure English Language Test from an approved provider. Book early, because test dates fill and scores arrive weeks after the exam. The GRE is required by some US departments and optional at many, so check each program.

Step 4. Build the application

US application: transcripts, CV, a statement of purpose, usually three recommendation letters, test scores, and in some fields a writing sample. Application fees commonly run $50 to $100 per program.

UK application: transcripts, CV, a research proposal, two academic references and English evidence.

For both, contact supervisors before you apply. Your proposal or statement is the first draft of your thesis (called a dissertation in the US), and it must show that you have read their work and that your question belongs in their department. The guide to writing a PhD research proposal for international applications explains how.

Step 5. Deal with documents

Transcripts, degree certificates and recommendation letters often need official translation and certification, and some universities request credential evaluations. Order documents early. A late transcript can cost a full admissions cycle.

Step 6. Visas

US students enter on an F-1 visa after the university issues an I-20, which requires proof of funding, and a scholarship letter usually supplies it. UK students apply under the Student Route with a Confirmation of Acceptance for Studies from the university. Applicants in engineering, physical sciences, mathematics, computer science and some related fields may need an ATAS certificate before the UK visa, unless their nationality is exempt, so check with the university and the government guidance. Apply for the visa as soon as you hold the documents.

Step 7. Plan your return obligations

Scholarship contracts commonly require you to return and work for the sponsor after graduation, with rules about finishing on time and about changes of field. Read the contract before you sign, and plan the dissertation timeline against the funding period.

Where TDM helps

Your statement of purpose, your proposal and, later, your dissertation chapters carry your ideas. TDM provides editing and structured review for non-native English writers, and we work from your draft and never write your argument for you.
